Apple cider vinegar does all of that!
But, you can also get that vinegary smell that some people can't tolerate. There's a way to get around that though.
Toner might seem like an afterthought, but it’s a must in your beauty routine, especially if you’re dealing with oily skin or acne. Not only does it reduce sebum, but it also removes any traces of makeup left after washing, and it can smooth the skin surface, reducing redness and inflammation. Sensitive skin can also benefit from toner, which soothes it gently. Besides, toner prepares the skin for any additional steps in your routine, such as serums or anti-aging creams. Skip the store-bought versions and make your own homemade toner to suit your skin type:
This one is simple, cheap and only has two ingredients. Vinegar and water.
So, how do you find the right vinegar? You want raw, unfiltered, unpasteurized apple cider vinegar with the mother.

What's the mother you ask?
It's a dark cloudy substance that you'll see floating around in the jar.
It's the result of natural enzymes and minerals in the vinegar.
The mother is used to make more vinegar. Hence the name "The Mother".
The mother is killed when the vinegar is over processed , heated, pasteurized or altered in any way.
It is safe to eat, drink and use the mother topically.
Don't worry about the smell. It usually goes away in a couple minutes. Once it dries.
How do you use toner?
After you're done washing your face and your face and neck are both dry. Removing any makeup if applicable during your night-time routine. Apply toner, let dry for 2 to 3 minutes and then apply moisturizer.

HOW TO MAKE IT
Ingredients:
1/4 Cup Apple Cider Vinegar With The Mother
1/2 Cup Distilled Water
Cotton Rounds
Jar
INSTRUCTIONS:
First, make sure rounds fit inside jar. A little pint jar with a wide mouth usually holds about 40 pads.
Fill the jar to a 1/4 to 1/2 full with water. Depending on how juicy you want them.
Add the vinegar. One part for every part water.
After everything is in the jar. Start adding your pads quickly. They soak up the liquid pretty fast.
Put the top on and turn the jar over so that the top and bottom both get moist.
Use one to two times daily.
It's usually good for up to two to three months.
Obviously we all have different types of skin. What works for one person might not work for another one. So, below I listed a couple different types of toners. Experiment a little. You might just find a new favorite. Let me know if you try them out in the comment section.

SKIN BRIGHTENING
1/2 cup lemon juice
1 cup of water
2/3 cup witch hazel
ACNE PRONE SKIN
Just two ingredients. That's it!
3/4 cup of strong Green Tea
1/4 cup of Raw Apple Cider Vinegar
HYDRATING FACE TONER
4 Tbs alchohol free aloe based Witch Hazel
1/4 tsp Organic Vegetable Glycerin
ROSE WATER FACIAL TONER
1/2 cup rose water (available on Amazon or Vitaminshoppe.com
1 Tbsp Witch Hazel
5 drops Rose Essential Oil
2 drops of Chamomile Essential Oil
Add together and store in a bottle with top until ready to use. Store for up to a month, then replace with a new batch.
